Legal Question in Wills and Trusts in Virginia

My mother recently passed away and her will dated about 8 months previous, has a neighbor as executor of her estate. This person also witnessed the will and is a benificiary of part of the estate. Two of the children are named in the will and two are predeceased, in language only. Is this a valid will in Virginia?
