can one make a lawsuit for an attractive distraction on public property?

I agree with Mr. Showrai. It would be helpful if you would post the details of your concern.
For example, did something on public property distract you and cause you to fall? Or is there something going on that is very noisey?

While this is not posted under the correct category (you should post under real property or real estate issues or under torts issues), to briefly answer your question, yes you can, and it would be a nuisance suit, or possibly a negligence suit, and perhaps causes of action under other theories of the law are applicable, depending on the facts of your case.
