is there an overwhelming consensus concerning whether or not the Declaration of Independence is considered part of the law of this country, or does it depend on who you ask?

The overwhelming legal consensus is that it is not part of the law of this country, but rather the notice to the King of England that his colonies were now in open rebellion and intended to secede from the British Empire. The Constitution is the oldest recorded law of the new nation that came into being, that is still in effect today, albeit with many amendments.
