in store credit
I returned a dress at Mariposa and the in store credit receipt gave me a valid until date then it says that it is only good for 90 days which is before the valid unil date. Do instore credits expire? and which date would they legally have to go by?

There is a point at which the law doesn't control this issue, rather it is a policy choice by the retailer.
So long as they apply their policy evenly, the state won't find that they are violating any laws, if that is what you are asking.
You may be thinking of gift cards. In WA, gift cards cannot expire ( they can in some other states ) You are not describing a gift card. The store credit for returned merchandise is different.
Retailers are free to determine how they handle returns. Consumers are free to shop somewhere else if they don't like a store's return policy.
