Can a person get a no contact order agains you without you knowing or getting any written notice from the courts

Yes, a temporary one at least.
Washington has different types of orders that prohibit contact, depending on the circumstances. In some of those contexts, the court can sign a temporary order (normally up to two weeks) based on the person's request alone, with no notice to the restrained party.
Talk to a lawyer in your area, they can explain the different types of orders and figure out which one might apply to you. They can also contact the court and find out if an order has been filed.
