If all you have is a agreed apon Parenting plan by both parents.Does this determine custody of the child?

You question is sparse on facts, but in general the answer to your question is "yes." The term "Parenting Plan" is the legal equivalent of "Child Custody Order." It's a matter of terminology varying from one state to another.
