How can I get a 26 year old man to back off my 17 year old daughter when it's clear he's become angry and possesive and they aren't dating and he's been asked to leave her alone by parents, employer, friends and herself?

You should obtain an anti-harassment order. Get down to your local district court, and ask the court clerk for the forms. You are going to need signed declarations from everyone who has actually witnessed behavior. Having declarations from people who know, but have not seen with their own eyes or heard with their own ears, will do you no good.
