I understand the law here states that as long as the duty of support exists either the custodial or non-custodial parent provides said support every month as long as the duty of support exists. Any support payments not paid, by the parent ordered to pay support, at the time the time that the duty to pay support no longer exists simply becomes a outstanding debt owed to the person,(parent or otherwise) that provided the support . My question is after the child is an adult no longer recieving support is this true that is it recognized by the law as an outstanding debt owed and no-longer child support and what are the remedies for collecting?

The person to whom support is owed has ten years after the conclusion of the support obligation to collect the arrearages. After that, the obligee's ability to enforce the judgments is ended.
The past due support becomes a judgment owed by the obligor to the obligee (the parent receiving support) rather than to the child.
Court presumes the obligee or the state supported the child even without the support from the obligor.
