My divorce was finalized two years ago and a Final Parenting Plan was entered at the same time. My ex-husband has not been following what was court ordered. How can I enforce him to follow the Court's Order?

I would want to know exactly what parts of the Court's orders your ex is not following, but typically, the way we deal with this is to bring a motion for contempt for failure to do whatever it is he is not doing. In the course of such motions, I typically ask for an attorneys fee award for the cost of having to bring the motion in the first place, through no fault of your own.
Depending on the circumstances, if we prevail, it is common for the attorney fee award not to cover all the actual fees and costs, but you should get something if you prove the contempt and are not also at fault.
