Your best bet is to bring a third party custody action. CPS's policy is there to protect your grandchild, but you can overcome their policy with a court order, which will be a little time consuming and expensive to get because you are going to need to prove your worth and ability as a custodial grandparent via a parenting evaluator, and unless you want to wait for the county to appoint one, which takes forever, you are going to need to hire one privately, which is expensive, but much quicker.

I cannot emphasize enough how you ought to get in touch with local counsel to help you through this. Separately, you do not say why your grandson was taken from his mother, but whatever the reason, you should do all you can to help her rectify her situation since this is generally what is best for your grandsonto be raised by his own mother.
