I agree with the other response from Mr. Steuart. At the same time, as someone who practices in the areas of civil rights and torts, let me say that I would need to know a lot more detail than you have provided in your query to even begin to assess the case.

Worst of all, unless your case is just egregious, I'd say you probably won't even find a lawyer willing to take the case on contingency. Also, since CPS is a government entity, and this involves a discretionary decision, they may have immunity with respect to their acts. Either way, you need to provide a lot more detail of your case, and like I said, it is unfortunately not the type of case a lawyer is going to take on contingency.

On the other hand, if you have the resources to pay an attorney up front, someone will take the case on, and ask for their fees from the other side, which they may be able to collect if you prevail.
