Dear Mr. Chavez:
If your parents are o.k. with this, and they are willing to sign documents to this effect, my advice is to contact a local family law attorney in your area, explain your situation, and ask that they draw up documents to set up a guardianship for you over your brothers. If you are active duty military, it should also address what happens while you are deployed in a war zone and cannot take them with you.
You do not need to make this a matter of court, and from the look of what you wrote, you and your parents are not in conflict, but this is being done for some other reason. If on the other hand there are problems with your parents or their ability to care for your younger brothers, then that may be a different issue that requires official court orders to handle this matter.
This is not an unheard of situation, but it is also not a run of the mill situation that you should think of handling on your own. This is why I suggest you get in touch with local counsel at your earliest convenience. Best of luck to you.
