If your decree of legal separation lays out a time certain (Dec 2008) when your husband was supposed to refinance to put the home into his name, and he has gone 15 months without doing so, then your best bet is to bring a motion to enforce the decree. In the motion you should ask the court to order the home sold if your husband cannot refinance it into his own name within 30 days from the date of the order to list it.
