Legal Question in Family Law in Washington

I live in the state of Washingtonm my question is about step parent adoption. My husband wants to adopt my daughter and bio dad has signed off his rights. My husband has been living in the U S for 7 years (he is from England) he is not a citizen but a legal permenant resident. Will this effect the adoption process?

So long as the biological father is willing to sign off on terminating his parental rights, your husband being British should have no effect on the adoption.
