For example, if there is no dispute the parents planned to pay for or help the child with post secondary studies when they were married, that does not change now that they are divorced, unless they both agree to not pay for post secondary educational expenses.

If there is a dispute whether they agreed to pay for post secondary support, that will have to be sorted out in litigation or mediation.

If a parent is taking the other to court to try and force a post secondary support order, that needs to happen before the child graduates high school or turns 18, whichever happens last.
