What if a parent moved in state of washington without proper relocation but lots of time has gone by can I still object? She told me she was moving by certified mail, but gave me no info on a new parenting plan, no info on how to object, and filed nothing with the court. Every time I have asked for a new parenting plan she gets angry and threatens me and wont' bring the kids. I also objected to how far I have to drive to get them, but she told me if I want to see them that is my only choice.

If she never gave you a proposed parenting plan with the notice of intended relocation, then you can file an objection to notice of relocation, and file a copy of what she did serve on you so that the Court can see it was not a proper notice.
If you can, I advise you to hire local counsel to help you do this, because the process can be fraught with all sorts of pitfalls that will cause you to waste lots of time and money from lost work while you attend hearings only to be told to come back after you redo certain paperwork.
In any case, ultimately, whether with a lawyer or on your own, you will want to ask for a new parenting plan and order of child support that takes into account your current income and expenses (including long distance transportation costs).
