Partenage

I need to know if a child was born in one state. and moved to another

state. To do a change of parentage ...does it have to be done in the state where the child lives or where it was born ?

I would need more information to adequately answer this question. For example, how old is the child? How long as the child lived each state? Which states are we talking about? Do the parents agree to this, or is this disputed?
