Our judge in a custody case negated a commissioner's ruling suspending child support but our lawyer is saying that it is not retroactive to the date the commissioner suspended it. Is this true?

It is hard to say without reading the order. If there is ambiguity or disagreement between the parties as to the effect of the judge's order, then you should ask your attorney to bring a motion to clarify the order to allow the parties to know what the effect is in regard to its retroactivity.
