Can one Canadian and one American be standing on each side of the 49 th parallel and conduct concurrent marriage ceremonies and become citizens of both countries?

Just because they marry does not mean they each become citizens of the other's country. They are each going to have to go through the immigration process for each country.
As for the wedding ceremony you propose, theoretically it could happen. I know that people often meet in Peace Arch Park situated on Semiahoo Bay between Blaine, WA and Surrey, BC. I've never seen a wedding performed there, but I am sure if it has not already been done, it is possible to accomplish.
