To apply for USA citizenship through naturalization, an applicant must be able to prove a Good Moral Character for the previous 5 years. Having a theft conviction, one obviously is lacking a required good moral character. In addition, any permanent resident should keep in mind that certain convictions can render his removable (deportable) from the USA.
