My husband is cheating on me however I am only a permanent resident and I don't have my green card yet. If I apply for divorce can he cause me problems and not be able to get my citizenship?

It's not absolutely clear from your post what is your immigrant status. Are you a permanent resident or conditional resident (with a 2-year green card)? Even a conditional resident has a green card (conditional card).
If you keep your residency after divorce (which could be possible), then you can eventually become a US citizen whether married or not.
The question now is to remove conditions from residency (if you are conditional resident). I suggest, you consult a good immigration lawyer.
