permit

there is a child who has been

mentally and physically

abuse at there house. the child

wants one of her family

member from mexico to come and

take custody for her. is

there a way he could come legally?

No, I am afraid it would not be possible. A US citizen child cannot petition for a family member/guarding to move to the USA. A family member can possibly come to USA temporary as a visitor to sort out the situation.
