WhenI took the job I told my boss I could not travel out of town. He now has a job out of town and I refised to go. He is will not pay the employment is this right?

I'm not sure what you mean by, "He is will not pay the employment is this right?"

If you refuse to travel, but you remain in town and he gives you other work to do, he has to pay you for doing that other work.

If you refuse to travel, he can terminate your employment. This is an "at will" state, and refusing to travel is not on the short list of protected conduct.

If he discharges you for refusing to travel, you might be able to collect unemployment if you can prove that it was agreed when you started work that you would not travel. You would have to persuade the judge that your refusal to travel was not misconduct. Absent proof of your prior agreement, refusal might be seen as misconduct, depending on the details.
