Can my landlord keep my deposit to change the carpet in the whole house when on the final checklist that they and i signed stated that the only carpet that was stained/dirty were the stairs and one bedroom downstairs

On the face of it, the answer is NO. That said, is it possible your landlord is applying your deposit toward those areas that you were responsible for, and has decided that while they're at it to replace the rest of the carpet at their cost?
Your landlord should provide you with a written explanation of the basis for retention of any portion of the deposit. Ask the landlord for a copy of work order and see if it breaks down the costs between what you are responsible for and what he just wants changed.
No matter whether that is provided to you, explain your position to the landlord that you are willing to pay for what you ruined but that if they want to replace the rest, that's on them.
