Does a landlord have to provide propane if that is the only source of heat. Washington State

Landlords must provide a source of heat, to keep the home or apartment warm and fit for human habitation. However, the landlord does not have to agree to pay to supply the fuel (electricity, propane, natural gas, heating oil, etc.) to run the heater.

Sometimes the cost of heating is included in the rent, but most times, especially in single family residential homes, the tenant pays for the heat themselves.
