can a cop pull you over after following you for more than a mile?

There is no limitation on how long or how far a cop can follow a person, whether that person is driving a motor vehicle or on foot. A cop in Washington can, for no reason other than curiosity, run a vehicle's license plates and then run the registered owner's driver's license to check its status. That is just the way it is.
