Utility Rights

Do public utility companies, such as Water Departments, have the right to

come onto your private land in order to run public excess lines, pipes, etc.

without the landowner's permission?

In many states there may be an easement in gross which utilities may have access to property or it may be codifies in state law that they can have access to property for those purposes. Since I am not licensed to practice in your jurisdiction, I cannot be more specific.
