i had my car in my girlfriends name we brokeup and she kept my car what steps can i take

Sounds like you made her a gift. The question is, what are the circumstances and intent of the parties. If you owe money on the car and she will not pay,pursuant to an agreement by her to pay, you might consider buying the note and then step into the shoes of the lender with repossession remedies.
