Legal Question in International Law in West Virginia

Hello. I and my twin sister were adopted from Russia six years ago. In Russia our brother and us own each 1/3 of an apartment. Our brother wants to sell it but to do that needs power of attorney papers from us to exchange our shares to him. He sent us a Russian copy of the papers and i have translated it into English. Do i need to get an official Power of Attorney papers or can i notarize the translated copy. If i need the official copy, how do i get the information from the translated copy into the document?

Consult a local attorney in West Virginia. You also need someone else besides you to translate and certify this documents. You cannot be a certified translator of the document you will be notarizing. An apostille is usually recommended when dealing with Russian judicial system.
