If a judgement is made against me for an outstanding bill that I have only been able to make $20.00 a month payments on, and I do not make enough salary to have it garnished, can they take my tax return?

I have never heard of an actual garnishment against the IRS for an income tax refund. Once you recieve the money and it is deposited in a bank, however, it becomes subject to garnishment unless you declare bankruptcy or otherwise assert any exemptions to which you may be entitled.
