Legal Question in Discrimination Law in Wisconsin

Hello!

My name is Michelle. I had an interview last week, and the interviewer implied that I was hired on the spot. Then he had to "have a word with his hiring manager." He came back, and apologized that they do not hire people with dreadlocks... AFTER my hour long interview! This is 2014.. Is this discrimination? Why?
