how after 18 years can they not give me back my license when I didnt know about this and my license has been taken away and reinstated three times since the 18 years

Revocation of License due to Drunk Driving 18 Years After the Offense

I don't know enough to advise you, and would need to see a transcript of your driving record before I could. Revocations can occur for thousands of different reasons including habitual traffic offender status due to a long term history of convictions, failure to pay fines, failure to comply with the alcohol and drug counseling requirements of a prior case, etc. An 18 year delay, however, does sound unusual.
