Legal Renter Capacity in Rentals

I need to know the living space required for tenants within a rental, to prevent too many renters living within one rental, as required for fire and general safety laws. Example: What is the square footage one person can claim as acceptable in a 3 bedroom duplex, two floors, livingroom, bath+1/2 kitchen, full basement(of course not considered living space)
