If a Mom sells her house to one of her adult children cheaply and then the adult child resells the house for the reular price, can a nursing home or assisted living apartments come after that $ ?

Yes, if your mother goes into long term care and has to apply for Medicaid (Title XIV) to pay for that care, there can be repercussions if she transferred assets for less than their full value within certain time periods. This is known as a "penalty period, during which time she can be disqualified from receiving benefits.
