Can it happen? Yes, but it's not a great idea unless your CA attorney friend knows that law and is familiar with their way of doing things.

I'd strongly suggest a local atty.

He can if he is licensed to practice in WY or is able to get special permission from the WY Supreme Court to do so on this case, and somebody is willing to pay all his fees for travel time and court time in attending all the court appearances.
