You can always petition the court for a change of conservator. Family members are often preferred in such situations. You will, however, need to retain a lawyer near you and present the matter to the court. Having been in court for this long, there is no easier way.

I am afraid you will need to petition the court of existing jurisdiction which I assume is WY. If that is the case, are you prepared to have your father moved from WY to TX? And how will he adapt? Are you ready for the responsibility invovled in taking care of your father? Those are only a few of issues you will face and questions you need to ask yourself in case you are successful as being appointed successor conservator. Best of luck.
