What is considered receipt of medical bills?

My ex husband was ordered to pay 1/2 or medical bills and he is to do so 30 days from receipt. I send them certified mail and usually the post office makes the first attempt the day after I send them however, lately he waits till the third attempt which is about 14 days after the first to pick up the bills. He then counts 30 days from that time. Can he do that?

Yes. If the decree states that he is to pay 30 days from receipt, then that means he must pay you 30 days from the time he receives notice of the bill.
