Legal Question in Discrimination Law in Arizona

Ok, so I live in a townhouse complex and am a part of the home owners association. The problem is a guy living in the complex who walks his dog at night, and while walking the dog he lets it loose to chase after neighbors cats, and then stands there while the dog viscously attacks and eats them. He'll let the dog go at those cats for at least 15 minutes before he takes the dog home and then goes back for the cat with a trash bag to throw away. I witnessed it for the first time the other day when I heard the commotion outside and finally called the cops, but everyone in the complex said that was not the first time. One time he let his dog at a kitten in front of two little girls, saying the cat jumped into his dogs mouth. Is there ANYTHING at all we can do to this man?

Step one: Call the police. Step two: Write down everything you know about when this has happened, who it has happened to, what happened, who saw it, and who the animals' owners are. It is not normal canine behavior to attack and kill cats; they are not natural predator-prey or enemies. He has obviously trained his dog to do this and once a dog gets a taste for blood they can't really be untrained. The animal needs to be put down and the owner needs to be prosecuted for animal cruelty. Best of luck!
