Adult Adoption

Once a child reaches the age of 18, can a step-parent adopt them without the one of the Bio parent consent? I am married to the father of the child. The mother has not been in the childs life, but would never consent to the adoption. The child wants me to adopt her. She is currently 16 and a half.

Once the child is legally an adult, he or she does not nbeed parental consent to an adoption.
