service of process abroad

We are bringing a case against an US citizen who is currently in Taiwan. Will an international registered mail be suffice?

No. You have to comply with both US court rules, and with the foreign country's rules; it won't be easy or cheap. If the case is worth enough, you should hire experienced counsel to help you make it through the process. You may be able to serve other ways; discuss that with your attorney. You're going to need luck and skill to succeed in ever getting any money out of this. Feel free to contact me if interested in getting counsel, if the case is in SoCal courts.
