Employer requiring cell phone

Can an employer require availability of a salaried employee beyond the customary 10 hours per day via cell phone? If this cell phone is not provided by the company, can the employee expect reimbursment of all basic charges as well as business-related calls?

In answer to the first question...yes. In answer to the second, it depends on whether the phone is purchased and used solely for business purposes. All business related expenses must be reimbursed.
