Terminating parental rights

Friend filed divorce and turned her husband in for Failure to file taxes or pay taxes (state & feds) for 10 years. One of the discoverys after filing. Now wants to know if it is legal and what it is called to pay him off to terminate his parental rights for good. Besides being major drunk, he told her he was taking care of the taxes. Thank God she had filed Married /seperate all of the marriage.. But he is a bad guy and she needs no contact after the divorce for the kids best interest

So what is this called? I keep hearing people say it's done all the time.
