Protection of Home Owners Association from Lawsuits

Our subdivision contains three(3) retention ponds. We are concerned that a child or adult will drown or be attacked by an alligator or otherwise be injured while accessing these ponds. We have put up NO TRESPASSING or Fishing signs, however young children cannot read these signs and most people ignore them. What should we do to enforce this and protect us in the event of drowning or injury?
