job eliminated/unemployment benefits

I am the international admissions representative for a college - the position is being eliminated at month's end and there are no other positions in Admissions available. I do not wish to work in any other department on campus so my questions are:

1) if I decline another similar or lower paying position, can I still apply for unemployment compensation?

2) if my manager offers to give me ''overflow'' work while I look for another job and I decline, am I eligible to for unemployment?

I have worked for this college for 5 yrs and I am very upset over my position being eliminated. I feel my manager would rather I move out of Admissions but as I said, I have no desire to work in other departments at the school.
