Responsible for a paving assesment?

My husband and I recently received a bill for the paving of the streets in our neighborhood. I called and spoke with someone at the county office and she told me that the paving had been approved and went into pending lien status on April 2, 2003. She said there was no time given on the record. It went into complete lien status on 10/15/04. We purchased our house on April 2, 2003 and had no idea at all about this assesment until we got the bill! Who's responsibility is it to pay this bill? Can we make the title company pay?

If everything happened on the same day as you indicate, the answer is no. The title co. would only be responsible for identifying liens of record.
