Legal Question in Family Law in Georgia

My wife and daughter both came here from Russia but are now US citizens.My wife has a problem getting my daughter's US passport becaude the state dept.won't accept the documents she's sending them.
Irina's Russian father abandoned Tatiana when she was still pregnant and his whereabouts are unknown.They were not married.Tatiana made up a father's name for Irina's birth cert.using a made up first name and Tatiana's father's last name for the welfare of the child.She does have legal guardianship of Irina but state dept.insists she must provide proof of sole custody for a US passport.What steps does sher need to take to gain sole custody here in the US and about how much will it cost?
