Legal Question in Real Estate Law in India

I have bought a joint property where there is no partion deed, but the demarkation has been done by possesion letter provided by the promoter . The seller of the property have 1 brother and 1 sister. There are three flats in the same floor . One is posessed by brother another by his sister and his poryion he have sold to me. In mutation receipt there are three assesse no one for each person owning the flat. but it like this [ owner : debabrata, subhra, subratra P/ L debabrata ] . The other parties means sister and brother has signed on the deed as witnesses that they know their elder brother is selling his property. But corporation has rejected my application for mutation stating that purchase of undivided share.

I am in deep trouble now. Is it illegal buying a property without partion deed in case of joint property
