Legal Question in Civil Rights Law in Kansas

Id

I resuced some puppies from the hiway.I took them to the police station. They refused to take responsibility for them.I then took them to the Animal shelter/vet clinic and they also refused to take responsibility.I was told that I could not just let them go.I told them I was calling the local news to let them know that the authorities would not take in these abandoned animals. The gal at the desk called the police, who were there immediately.I explained my position and that I was being a good semitarian, and that they need to pick up the ball that had been dropped into their lap.I was accused of disturbing the piece and asked for my ID.I told the officer that the situation had gotten out of hand.I preferred to remain anomious.Again,I expressed my concern for the animals, people and property,Again, they refused to take the puppies.I at that point gave up and told them I would take them home and then I would call the local news. The officer asked me for my ID again, and I again refused. He said the wanted to know who he was talking to.I said a good semaritian. He put my hands behind my back and began proceedures.I said that the local news would love this, and I definately would call. Was I wrong? Did I have to tell him who I was?
