''Free'' Clip Art

I want to start a business. And my company would benefit financially from clip art. I know I can purchase royalty free clip art and even download royalty free clip art. But what about the websites that do not say royalty free? Some of them do not say anything and some of them say ''free'' clip art, but do not say anything about royalties? What is legal and ethical here?

Stay away from any art that you can't buy royalty free, it's that simple.

You are supposed to have permission before using someone else's property. Free generally is considered that grant of permission; so otherwise you would ideally seek permission first. We can work with you to get your business started on the right foot.
