abuse of power of public official

i have recently expanded my business to a new community. One of my competitors there has a stepfather who is the local tax assessor.

This is a small community where everyone know everyone.

The tax collector has put pressure on my business in several ways that i think are improper or possibly illegal.

3 areas where I think he has abused his power.

1) he told my brother that i need to be careful because my personal residential property is in code violation - something he is not trained in, nor responsible for determining. He would only know through the course of his professional duties to assess my property.

2) he made an inspection of my business under the guise of a social calling, in reaction to information he recieved from his daughter.

3) he shared my personal tax status with his daughter, my competitor
